abstract
Heat pumps are central to residential heating decarbonisation across Europe, yet installation costs vary dramatically between countries. In Germany, gross installation costs for air-to-water heat pumps in existing single-family homes range from EUR23,000 to EUR40,000 or more, compared with EUR9000 to EUR20,000 in comparable European countries. This paper analyses the drivers of this cost differential using market data, consumer organisation analyses, engineering cost studies, and field research covering the period 2022–2025. Drawing on a specification-matched bilateral comparison with the United Kingdom, we decompose the gap into identifiable cost components. Underlying cost-structure drivers (equipment pricing, foundation and electrical-connection requirements, and labour) account for roughly half of the differential; value-added tax, levied at 19% in Germany against a zero rate in the United Kingdom, amplifies this already-high base and accounts for a further third; and the remaining fifth reflects amplifying factors, chiefly the incentive effects of proportional subsidy design, alongside market dynamics and early refrigerant technology transitions. A key finding is a subsidy paradox: despite Germany operating one of Europe's most generous percentage-based heat pump support programmes, German households still pay more in absolute net costs than households in the United Kingdom under a modest fixed-grant scheme. We conclude that reducing Germany's installation cost premium requires action on technical standardisation, subsidy design reform, and market structure, and that the German experience carries important lessons for European heat pump deployment policy.
