Outline proposal of mass insulation in Norbiton before CERT expires. DHD 2012/07/04 Outline plan to get as many the lofts of as many houses as possible on the Cambridge Estate (eg like those on Willingham Way) properly insulated before CERT expires this year. Motivation: DHD's house had about 1cm when he moved in to WW a few years ago, so plenty of others may be in the same state, eg including elderly neighbour who is a council tenant. Basically we can get the work done for free as far as I understand on any house that has ANY of the the following: * Council owned * Occupant over 70 * Occupant on benefits * Less than 60mm of insulation already present And it would be completely covered money-wise by CERT which the installers could get sorted too. As a very rough guide 100 properties could be done in about 1 month. RESEARCH / BACKGROUND CERT and other related government-mandated schemes are going away this year to be replaced by such things as the Green Deal. Energy companies face penalties if they don't get enough energy-saving work done and are currently desperate enough to be offering bounties of £100 cashback (EDF/EON) on top of doing the insulation work for free. We should take advantage of that to get at least the loft-insulation aspect of this block of Norbiton homes right, which will help with fuel bills, comfort and climate change. DHD spoke to Energy Saving Trust (XXXXXX, 0300 123 1234) 2012/07/04 ~10am. She suggests going through a local firm (ie that understands the area) that is NIA (National Insulation Association) registered since they have direct access to the CERT finding. For loft insulation it was suggested 15--30mins per house to survey, and 2--3h to install (the loft must be clear). (Note: for elderly etc charities may be able to lend a handyman to clear lofts.) EST confirmed that companies such as EDF and EON are offering £100 cash-back bounties to get properties done, thus confirming my feelings about their desperation to meet targets. At EST's suggestion I used the NIA Web site to locate some local installers. Note: official CERT expiry is in December, but some schemes already stopped, and everything needs to be finished by then, so Sept is still a good working deadline to keep the autumn cold at bay! (We might of course for the elderly selectively put them on one of the cash-back offers to gain those individual some extra value.) She suggested survey time per property (for large number of similar houses) ~15mins and installation time ~1.5hrs. Estimated time from start to survey and install 100 homes approx 1 month.
